From 1909 until the collapse of the Austro-Hungarian Empire, Drohobych was governed by Raymond Jarosz. He was the last mayor of the city. Jarosz was known primarily as a successful entrepreneur, as well as the founder and owner of the now famous Truskavets mineral resort in Ukraine. It was also thanks to Raymond that the Drohobych-Truskavets railway line was built. The mayor was also involved in the improvement of Truskavets.

Themayor's villa was built at the turn of the 19th and 20th centuries by local entrepreneurs, the Spitzmans, who were well-known figures in Drohobych due to their oil production. The architectural style is Viennese Secession. The building is decorated with very rich stucco moldings. After the First World War, the house was bought by R. Yarosh. Nowadays, it houses the Drohobych Schoolchildren's Palace, as well as the dean's office and several classrooms of the Biology Faculty of the Ivan Franko Drohobych State Pedagogical University.

The mayor's villa is the main architectural monument of the city, its decoration.
